Romania has implemented the Press review (Art. 5.3(c) 1st part InfoSoc) exception in Article 35, para 2, (a) of the Law No 8/1996 on copyright and related rights. The national exception is much more restrictive than the EU exception.

Implementation summary:

This exception allows for the reproduction, distribution, broadcasting or communication to the public, without any direct or indirect commercial or economic advantage, of short extracts from press articles and radio or television reports, for the purpose of informing on current issues, except for those for which such use is expressly reserved.
