Italy has implemented the Use of public speeches and public lectures (Art. 5.3(f) InfoSoc) exception in Article 66 of Law for the Protection of Copyright and Neighbouring Rights. The national exception closely resembles the EU exception.

Implementation summary:

This exception allows for the reproduction and communication to the public of speeches on matters of political or administrative interest delivered in public assemblies or in any other public manner, as well as extracts of public lectures, to the extent justified by the informatory purpose, in magazines or in newspapers, also if broadcast or in electronic format, provided that the source, the author’s name, the date and the place where the speech was delivered, are indicated.

Remarks: The Italian law differs between exceptions, where use is exempt from the rightsholder's authorisation and no payment is due, and limitations, where payment of equitable compensation is due.

Under art. 71decies, exceptions and limitations to authors’ right apply also to the neighbouring rights.
