Hungary has implemented the Use for public security purposes (Art. 5.3(e) InfoSoc) exception in Section 41, paras 2 and 3 of the Copyright Act. The national exception is slightly more restrictive than the EU exception.

Implementation summary:

This exception allows for the uses of a work for the purposes of evidence in court, administrative and other official proceedings, in a manner and to an extent consistent with such purpose. It also covers the purposes of carrying out the legislative duties of the National Assembly and performing the related parliamentary representative activities, in a manner and to an extent consistent with such purpose, if the use is not aimed, either directly or indirectly, at earning or increasing income.
