Czech Republic has implemented the Use for the benefit of people with a disability (Art. 5.3(b) InfoSoc) exception in Section 39(1)a of the Copyright Act. The national exception closely resembles the EU exception.

Implementation summary:

This exception allows for making a reproduction or having a reproduction made, as well as for the distribution and communication of the reproduction thus made, exclusively for the benefit of persons with disabilities, to the extend required by the specific disability and not for the purpose of direct or indirect economic or commercial advantage.

According to article 4(2) of the Copyright Act, a work is published 'by commencing of authorised public distribution of its reproductions'.
