Bulgaria has implemented the Use of public speeches and public lectures (Art. 5.3(f) InfoSoc) exception in Article 24, para 1, p.4 of the Copyright and Neighbouring Rights Law (Член 24, ал.1, т.4 от Закона за авторското право и сродните му права). The national exception is slightly more restrictive than the EU exception.

This exception allows for the use as current information in periodicals and other mass media of speeches, reports, preaches, etc. and parts thereof, presented at public meetings, as well as court pleadings, indicating the source and the name of the author, unless impossible.
