Bulgaria has implemented the Use for the benefit of people with a disability (Art. 5.3(b) InfoSoc) exception in Article 24, para 1, p.10 of the Copyright and Neighbouring Rights Law (Член 24, ал.1, т.10 от Закона за авторското право и сродните му права). The national exception is slightly more restrictive than the EU exception.

Remarks: The exception does not extend to performers (art. 84), phonogram producers (art. 90), film producers (art. 90v), and broadcasting organisations (art. 93). The provision was modified in 2018 to exclude from this general clause the special regime for visually impaired people under Section II. ‘Special provisions for persons with disabilities not allowing reading of printed materials’ of Chapter 5 (‘Free Use’), art. 26a to 26e of the Copyright and Neighbouring Rights Law (implementing the Marakesh Directive.)
