Bulgaria has implemented the Photocopying/photo-reproduction (Art. 5.2(a) InfoSoc) exception in Article 25, para 1, p.1 of the Copyright and Neighbouring Rights Law (Член 25, ал.1, т.1 от Закона за авторското право и сродните му права). The national exception is slightly more restrictive than the EU exception.

The exception allows upon payment of fair compensation the reproduction for non-commercial purposes of printed works, except for sheet music, on paper or another similar medium by way of reprography or other technique ensuring similar results.

Remarks: The scope of the exception is restricted to non-commercial use only. There is a certain discrepancy between this provision and the next art. 26, which sets the conditions for the provision of fair remuneration. art. 26, para 1 states that copyright holders and publishers (publishers are added to the list of rightsholders) of any printed works have the right to compensation when these works are reproduced by reprographic means for private use (added requirement for private use).
